TITLE: Strengthening the capacity of Water and Sanitation Community
Forums

The Water Research Commission (WRC) is working with DWS to support the implementation of
the scope of work outlined in these terms of reference. The WRC seeks to appoint a team to
undertake the necessary research, implementation and evaluation of components including a
detailed situation analysis to identify the training needs of Water and Sanitation Community
Forums; develop a training manual in line with those needs; conduct piloting and refinement of
the training manual with forums from the eight provinces; implement the training schedule across
the forums; and evaluate the impact of the training. This work is expected to be undertaken in
close collaboration with the DWS national and regional project coordinators, local governments
and the current WRC project on strengthening the role of forums in improving water services
performance.
