Duties and Responsibilities

The position of Executive: Operations will be responsible to optimise WRC's operational environment, implement of key strategic projects aligned with the WRC's strategy and lead operational performance planning, monitoring, evaluation, and reporting. This includes coordinating and managing the essential activities of the WRC, developing strategic plans to ensure all business functions and processes are improved and efficient. Furthermore, the incumbent will be responsible to provide strategic direction, lead and oversee the risk management,  ethics,  compliance and ICT functions.

Desired Experience & Qualification

Applicants must be in possession of a three-year NQF level 7 qualification in Business Management/Business Administration/Accounting or a related field. A Post graduate qualification in a related field will be an added advantage. A minimum of 10 years' experience in business operations management within the Public Sector is required, 5 years of which should be in senior management position{s). Must have knowledge of legislative prescripts and framework governing the public entities as well as all administrative processes and procedures {Public Finance Management Act {PFMA), Treasury Regulations, Water Research Act etc.), public sector reporting requirements in-depth knowledge of the Framework on Strategic Plans and Annual Performance Plans as well as understanding of the business of the WRC.

Overall Purpose of the Job

The successful candidate will be responsible for providing strategic leadership to the Human Resources, Organizational Culture, Employee Relations and Wellness portfolios and ensuring that these functions are strategically integrated and aligned within the needs of the institution. The Head: Human Resources will form part of the Corporate Services Branch and will report to the Executive: Corporate Services.

Qualifications and Experience required:

  • Bachelor's degree or equivalent NQF Level 7 qualification in Human Resources or Industrial Psychology or relate field.
  • Postgraduate qualification in Human Resources or Industrial Psychology or related field will be advantageous
  • 8 years’ experience as an HR Generalist is essential, at least 5 of which should be at management level.
  • 3 years Organisational Development experience is required which includes managing change and culture initiatives, providing psychometric assessment feedback on different occupational levels.
  • Registration as an Industrial Psychologist with the HPCSA and Accreditation with various Psychometric Assessment tools as well as knowledge of Sage 300 system will be added advantage.
  • Understanding of  Employee Engagement tools/surveys, applicable Legislation and HR models.
  • Knowledge of talent management and performance management framework design and implementation as well as Remuneration and Rewards framework development and implementation.
  • Excellent Change Management Facilitating Skills.

Key Performance Areas:

  • Deliver professional and strategically aligned advisory and operational support to the WRC.
  • Build contemporary business practices, systems and infrastructure.
  • Foster a culture of accountability and performance that supports the development of capability and capacity to achieve strategic objectives.
  • Develop, implement, and monitor the HR strategy, operational plans, budget.
  • Ensure that the HR environment is governed by robust policies and procedures and sound HR practices, as well as develop and ensure effective implementation of Recruitment and Selection, Talent Management, Leadership Development and Performance Management Policies.
  • Manage effective Stakeholder engagement and risk associated with Human Resources.
  • Manage and facilitate the employee health and wellness programmes and ensure fair and transparent employee relations practices.
